WEDNESDAY...

* WHAT...Dangerously cold wind chills. Wind chills as low as 45
  below zero.

* WHERE...Portions of central, north central, northwest and west
  central Minnesota and northeast and southeast North Dakota.

* WHEN...Until 6 AM CST Wednesday.

* IMPACTS...The dangerously cold wind chills could cause frostbite
  on exposed skin in as little as 5 to 10 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Avoid outside activities if possible. If outside, make sure you
wear appropriate winter clothing.

...BLOWING SNOW IMPACTS POSSIBLE WEDNESDAY MORNING...

South winds will continue to increase tonight into Wednesday
morning. With the new snowfall from this past weekend and
sustained south winds of 20 to 30 mph there could be some areas of
blowing snow. There`s a window of time with the possibility of
reduced visibility across eastern North Dakota into the Red River
Valley during the morning commute especially for east west
roadways. Rapid changes in visibility and difficult travel
conditions are possible with visibilities down to at half mile.

This hazardous weather outlook is for portions of eastern North
Dakota, west central and northwest Minnesota.

.DAY ONE...Today and Tonight

Dangerous wind chills are expected today and tonight with values
from 35 to 50 below.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

Travel impacts from blowing snow reduced visibility are possible
Wednesday morning and again Wednesday night into Thursday morning
with wind gusts of 30 to 40mph. Rapid changes in visibility and
difficult travel conditions are possible with visibilities down
to at least a half mile.
