In Pennsylvania, Northern Wayne, Pike, and Southern Wayne Counties. * WHEN...From 7 AM Saturday to 1 PM EST Sunday. * IMPACTS...The dangerously cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 10 minutes. * ADDITIONAL DETAILS...The coldest wind chills are expected over the exposed, higher elevations Saturday morning and again Saturday night into Sunday morning.
