Very cold wind chills between 0 and 15 below zero are expected each
night and morning through Friday. Thursday night into Friday may be
the coldest period, with potential wind chills as low as 25 below
zero in some locations. If confidence increases in these very cold
conditions and wind chills cold weather headlines may be issued.

.SPOTTER INFORMATION STATEMENT...

Spotter activation will likely be needed. Please relay any
information about severe weather to the NWS.

...WINTER STORM WARNING REMAINS IN EFFECT UNTIL 7 PM EST MONDAY...

* WHAT...Heavy snow expected. Total snow accumulations between 12
  and 18 inches, with localized amounts up to 22 inches. Northwest
  winds gusting as high as 35 mph Monday afternoon will cause areas
  of blowing and drifting snow.

* WHERE...Portions of central New York and northeast Pennsylvania.

* WHEN...Until 7 PM EST Monday.

* IMPACTS...Travel could be very difficult to impossible. Areas of
  blowing snow could significantly reduce visibility. The hazardous
  conditions could impact the Monday morning and evening commutes.

* ADDITIONAL DETAILS...  Snowfall will likely be very heavy at times
  this afternoon into the evening with hourly rates potentially
  exceeding 2 inches per hour. The snow tapers down this evening.
  Temperatures will be very cold throughout this storm, hovering in
  the upper single digits to teens the entire time, with colder wind
  chills.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

Persons are urged to stay indoors until conditions improve. If you
must go outside, dress in layers. Several layers of clothes will
keep you warmer than a single heavy coat. Cover exposed skin to
reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a
hat will keep you from losing your body heat.

Persons should consider delaying all travel. Motorists should use
extreme caution if travel is absolutely necessary.
