* WHAT...West winds 20 to 30 mph with gusts up to 55 mph expected.

* WHERE...In New York, Sullivan County. In Pennsylvania, Lackawanna,
  Luzerne, Northern Wayne, Pike, and Southern Wayne Counties.

* WHEN...From 7 PM this evening to 7 AM EST Thursday.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree
  limbs could be blown down and a few power outages may result.

* ADDITIONAL DETAILS...Rain showers along the cold front passage in
  the early evening could contain locally higher wind gusts.
