* WHAT...Very cold wind chills 10 to 19 below expected.

* WHERE...A portion of south central Pennsylvania.

* WHEN...For the first Cold Weather Advisory, until 10 AM EST this
  morning. For the second Cold Weather Advisory, from 7 PM this
  evening to 10 AM EST Friday.

* IMPACTS...The dangerously cold wind chills could result in
  hypothermia or frostbite if precautions are not taken.
